The program, which builds on the three-year, three-country Data on Youth and Tobacco in Africa (DaYTA), will be implemented in five additional African countries, including in Namibia. The purpose of the program is to understand the respective countries' needs for data related to youth and tobacco, confirm evidence gaps, conduct primary and secondary research to fill those gaps and build on the existing online resource established during the that brings together essential data for use by policy makers and others working in tobacco control. Although this program is focused on tobacco, a background in tobacco control research is advantageous, but not required.This position is based in Windhoek, Namibia. Ability to live and work legally in Namibia is required.The Elevator PitchThe Namibia Stakeholder Engagement & Research Associate (Consultant) is responsible for building and maintaining relationships with national partners and overseeing progress on the DaYTA project in Namibia. In this role, you will work closely with tobacco control stakeholders in Namibia, contribute to the design of relevant research, and liaise with local research partners to oversee the collection and analysis of data. You will also work closely with the DG team to integrate research findings into the digital platform, and to refine it so that it meets specific user needs. A wide degree of creativity, latitude, and responsibility is expected.The Work You Get To DoStakeholder Relationship Management (30%)
  • Builds relationships with national and subnational government ministries, civil society organizations, and/or private sector partners to promote engagement in the program
  • Coordinates with key client stakeholders to ensure project buy-in, especially through necessary logistics and in-person meetings.
  • Provides input to the broader DaYTA team on political nuance and cultural context.
  • Conducts in-country assessment planning, execution, and analysis
Project Management and Implementation (20%)
  • Provides insight and thought leadership to enable the program team to navigate the tobacco stakeholder landscape and regularly update the DaYTA team on progress and challenges.
  • Works closely with the DaYTA Program Manager, maintains an understanding of all big-picture items for Namibia implementation and helps ensure successful and timely implementation in the country.
  • Contributes to the design of in-country research, execution and analysis in collaboration with the DaYTA Program Manager.
  • Writes reports, prepares and delivers presentations, and contributes to relevant project documents, such as minutes from partner meetings, assessments, and back-to-office reports, etc.
  • In conjunction with the DaYTA Program Manager, manages all administrative tasks, including kicking off the project, serving as the main point of contact for in-country stakeholders (governments, civil society organizations), and scheduling meetings, organize workshops as necessary.
Research Support (50%)
  • Conducts primary data analysis, including applying advanced statistical methods and calculating weights as part of quality assurance; reviews results of quantitative data analysis conducted by others.
  • Summarizes academic literature for non-technical and non-academic readers and assists in writing fact sheets and policy briefs; writes explanatory text to help contextualize data/information.
  • Assists in writing questionnaires and designing survey protocols.
  • Assists in reviewing validity of data collected in questionnaires/surveys.
  • Reviews study reports in conjunction with the DaYTA Research Lead.
  • Other duties as assigned by the DaYTA Research Lead.
The Education and Experience You Have and We Need
  • Master's degree in Statistics, Economics, Public Health, or related field preferred; Bachelor's required.
  • 5+ years' experience in project implementation, or data for international development. Experience working with governments and NGOs and in technology development preferred.
  • Fluency in English required.
  • Proven track record of managing client relations in a global environment.
  • Experience working in tobacco control or other non-communicable diseases preferred.

  • You have strong analytical skills, experience conducting desk research, evaluating data sources, articles and reports to identify which are and are not reliable.

  • You have a solid ability to work effectively with cross-functional teams in a fast-paced, creative environment. Entrepreneurial attitude and skills are important.
  • You have an interest in working for a non-profit organization that synthesizes policy, data and technology.
  • You're comfortable working with data using spreadsheets, databases, and analysis tools.
  • You can communicate easily with both technical and non-technical staff and maintain good communication with our geographically dispersed team.
  • You use strong organizational skills to handle a broad and unpredictable workload, meet deadlines and work under your own initiative.
  • You can work effectively both autonomously and as a great teammate by leading through example.
  • You are willing to learn and use novel technology.
The initial term of this consultancy will be one year and is a 50-70% part-time consultancy position.
